Workplace Attestation

Conducting workplace attestation is a requirement derived from the legislation of the Republic of Azerbaijan. Regardless of the ownership, organizational-legal form, or type of activity, it must be implemented in all enterprises and organizations. According to Article 64 of the Labor Code of the Republic of Azerbaijan and Decision No. 38 dated 06.03.2000 of the Cabinet of Ministers of the Republic of Azerbaijan, employers must ensure workplace attestation regardless of working conditions.
Workplace attestation is conducted to ensure occupational safety measures, determine and improve the state of production sanitation and hygiene, and to increase labor productivity and efficiency. It also serves to implement progressive methods of labor organization, including the use of new equipment and technologies. Workplace attestation must be carried out every 5 years.

PURPOSES OF ATTESTATION

➢ Determining actual indicators of hazardous and harmful production factors at workplaces;
➢ Assessing injury safety of workplaces;
➢ Evaluating the provision of personal protective equipment (PPE) for employees.

 

Determining Actual Indicators of Harmful and Dangerous Production Factors

During workplace attestation, all existing harmful and hazardous production factors, physical workload, and intensity are assessed.

 

Assessment of Injury Safety at Workplaces

Main objects of injury safety assessment at workplaces:
✓ Production equipment;
✓ Installations and tools;
✓ Provision of training and educational tools.

 

Assessment of PPE Provision for Employees

✓ By degree of harm and safety;
✓ By injury safety levels;
✓ By provision and effectiveness of personal protective equipment.


Factors Measured During Attestation (for each workplace):

1.0 PHYSICAL FACTORS

1.1 Lighting (natural, artificial)
1.2 Microclimate parameters (temperature, relative humidity, air flow)
1.3 Atmospheric pressure
1.4 Noise (equivalent noise, dBa)
1.5 Vibration (local, general)
1.6 Non-ionizing radiation – industrial frequency electromagnetic radiation (computers, various production equipment, etc.)
1.7 Non-ionizing radiation – radio frequency radiation (high, ultra-high, extremely high frequency)
1.8 Ionizing radiation – alpha, beta, gamma, neutron radiation

2.0 CHEMICAL FACTORS – Hazardous substances of I, II, III, IV classes

2.1 CO (carbon monoxide)
2.2 O2 (oxygen)
2.3 H2S (hydrogen sulfide)
2.4 LEL gases (explosive gases)
2.5 CH4 (methane)
2.6 CO2 (carbon dioxide)
2.7 CxHy (hydrocarbons)
2.8 NH3 (ammonia)
2.9 Industrial dust
2.10 Aerosols

3.0 BIOLOGICAL FACTORS

3.1 Microorganism producers, preparations containing living cells and spores of microorganisms
3.2 Pathogenic microorganisms (especially dangerous infections, other infectious agents)

4.0 PSYCHOPHYSIOLOGICAL FACTORS – WORKLOAD

4.1 Physical dynamic load (2 subgroups)
4.2 Manually lifted and carried load (5 subgroups)
4.3 Stereotypical worker movements (2 subgroups)
4.4 Static load (3 subgroups)
4.5 Working posture (3 subgroups)
4.6 Body bending (2 subgroups)
4.7 Spatial movement (2 subgroups)

5.0 PSYCHOPHYSIOLOGICAL FACTORS – WORK INTENSITY

5.1 Mental tension (4 subgroups)
5.2 Attention strain (8 subgroups)
5.3 Emotional stress (4 subgroups)
5.4 Work monotony (4 subgroups)
5.5 Work schedule (3 subgroups)

Measurements are taken 3 times per point, with the average value used. One point = the workplace of each employee.

 

MEASUREMENT EQUIPMENT

All equipment used is certified with calibration certificates in accordance with Azerbaijani legislation.


MEASUREMENT SCHEME

Measurement points at workplaces cover specific and general workplaces, surrounding equipment, and various work zones in contact with employees.


2.0 DOCUMENTATION OF WORKPLACE ATTESTATION

2.1 Workplace Attestation Protocol Based on Working Conditions:

✓ Attestation passport based on working conditions;
✓ Attestation maps of workplaces;
✓ Action plan to improve and ensure safe working conditions.

2.2 Consolidated List of Workplace and Working Condition Attestation Results:

✓ Protocol of instrumental measurements of production factor levels;
✓ Protocol determining physical workload and work intensity;
✓ Protocol assessing injury safety of the workplace;
✓ Protocol evaluating the provision of PPE;
✓ Determination of minimum increase coefficients for wage tariffs depending on work conditions;
✓ Identification of roles eligible for additional leave based on working conditions and job nature;
✓ Identification of roles requiring shortened work hours (not exceeding 36 hours/week) due to harmful physical, chemical, biological factors;
✓ Identification of roles requiring free preventive meals, milk, or equivalent products;
✓ Identification of roles granting retirement benefits under favorable terms;
✓ Identification of roles requiring mandatory medical examination due to hazardous conditions;
✓ Elimination of inconsistencies in naming professions according to actual job functions;
✓ Classification of professions based on appropriate employee categories (worker, service staff);
✓ In case of deficiencies in occupational safety and fire safety, consultation for problem resolution is provided to the client.

2.3 Attestation Outcome

Includes documentation required by law, determining privileges for employees in harmful jobs (if applicable), and preparation of an action plan for improving and safeguarding working conditions.
The results are used for:
✓ Planning and implementing occupational safety measures in accordance with legal and regulatory documents;
✓ Justifying compensations and benefits for employees in dangerous or heavy labor conditions;
✓ Determining occupational diseases, resolving disputes in court, identifying links between disease and profession;
✓ Suspending operation of hazardous workshops, areas, or equipment, and reviewing technology changes if employee life and health are at risk;
✓ Including working condition provisions in labor contracts;
✓ Familiarizing employees with workplace conditions;
✓ Applying administrative and economic sanctions for legal violations related to occupational safety.


Reports and Services

Execution of workplace attestation procedures for labor conditions at enterprises:

  • Instrumental measurement of actual indicators of physical, chemical, biological, and psychophysiological production factors;

  • Execution of injury safety assessment procedures at workplaces;

  • Execution of PPE provision assessment procedures;

  • Preparation of an Action Plan for improvement of conditionally attested workplaces;

  • Preparation of protocols on production factor measurement, workload and stress assessment, injury risk, and PPE provision;

  • Determination of minimum wage increase coefficients depending on working conditions;

  • Identification of roles entitled to additional leave due to work function and condition;

  • Identification of roles with reduced work time (not more than 36 hours/week) due to harmful factors;

  • Identification of roles entitled to free preventive meals, milk, or similar products;

  • Identification of roles entitled to preferential retirement based on age;

  • Identification of harmful and dangerous jobs requiring mandatory medical checks;

  • Elimination of naming discrepancies between job titles and actual work performed;

  • Classification of roles according to staff categories (worker, service);

  • Consultation to resolve occupational safety and fire safety deficiencies;

  • Consultation on the implementation of item 1.7 of Decision No. 38 of the Cabinet of Ministers.
