
50 days left: employment contracts must be transferred to electronic form at the ƏMAS — otherwise a fine is inevitable
According to the legislation of Azerbaijan, all labour contracts are signed by electronic signature (ASAN imza, SIMA, etc.).) In the EMAs, the electron must be transferred to the form.
This is required by law, and companies that do not make this transition after July 1, 2025 will face high fines.
One of the electronic signatures is the SIMA signature.
What is a SIMA and why is it important?
SIMA is a digital signature program. The SIMA app can be easily downloaded to the phone from the PLAYSTORE and is free of charge. This program is used to:

Employment contracts should no longer be certified in paper form, but only in electronic form at the AMAs.
Who should pass and how much time?
Transfer of employment contracts to electronic document form is a requirement for all employers-large, medium, small and micro-business entities, as well as non-business entities, whether they have 5 employees or 5000+.
Deadline: July 1, 2025.
From today you have only 50 days left.
What awaits those who do not switch?
According to Article 192.1 of the code of administrative offenses:
Recruitment of a natural person without submission of notification of employment contract:
- For individuals: from 1000 to 2000 Manats fine
- Officials (for example, the head of an enterprise): fines from 3000 to 5000 Manats
- Legal entities (i.e. the company itself): fines from 20000 to 25000 Manats
In addition, additional financial sanctions and liability may arise if such circumstances as evasion of taxes and social payments are also found in cases of employment of an employee without the conclusion of an employment contract.

In most enterprises, the accountant or HR has not yet made this transition.
