Entrepreneurial activity begins with the state registration of an individual or legal entity.
Legal entities are registered in accordance with the Law of the Republic of Azerbaijan “On State Registration and State Register of Legal Entities.”
In addition, entrepreneurs may start operations after obtaining the relevant permits and licenses for the types of activities listed in the Law of the Republic of Azerbaijan “On Licenses and Permits.”

For the formalization of operations, defining the rights, interests, and responsibilities of entrepreneurs, as well as for insurance and other legal purposes, the contracts and other agreements provided for by law are drawn up.
